Notice for the assignment of n.1 professional assignment for FLC (First Level Controller) – Project IPA-ADRION00107 "ARCA"

The Technology District High Tech DHITECH SCARL calls for a comparative procedure through evaluation of tenders for custody No 1 professional assignment for the activity of 1st level controller (First Level Controller – FLC) for Dhitech Scarl, within the framework of Project Cod. IPA-ADRION00107 Name ARCA – Artificial intelligence platform to quote Climate change natural hazArds (CUP E83B24000050007), funded by the European Union through Interreg IPA ADRION program.

This selection procedure is addressed to both Professionals (individual controllers) Company of Revisione.

The characteristics of the assignment, admission requirements and evaluation criteria are as follows:

Contract code: N-24-04 – Professional Incarriage

Title: First Level Controller (First Level Controller – FLC) of the IPA-ADRION00107 Project – ARCA
Description Activity: Control and certification of the costs actually incurred by DHITECH SCARL in implementing the Project, pursuant to Art. 23 of Regulation (EU) No. 1299/2013, Art. 125 of Regulation (EU) No. 1303/2013 and of the implementing guidelines made available by the Management Authority on the Program Website.

It is specified that, within the framework of the Cod Project IPA-ADRION00107 – ARCA:
– DHITECH is a partner with an overall budget approved equal to € 199.976,00, divided into the following expenditure items: "Staff costs" (Euro 142.840,00); "Other costs" (flat rate 40% – Euro 57,136,00).
– DHITECH adopts the "REAL COST method" for the performance of the personnel costs.
– Progress Reports are semi-annual from 01/05/2024 and until 30/04/2027, except for prorogations.

Maximum amount: The maximum amount of the fee for the execution of the service is estimated at Euro 3.000,00 beyond VAT, including all charges and any transfer fees.

Admission requirements:
1) All the requirements set out in the ANNEX to "ONORABILITY REQUIREMENTS, PROFESSIONALITY AND INDIPENDENCE";
2) Completion of at least 3 assignments for control and certification of expenditure under Projects co-funded to apply to INTERREG programmes.

Evaluation criteria for tenders and award: The assignment will be awarded according to the criterion of the lower price offered. In case of equal score, draw will be made.
Type of Contract: Professional incarceration
Contract deadline: 31/07/2027 unless extension of Project and however until the certification of the last progress report of Project.

The assignment of the assignment is subordinated to the "Nulla Osta" by the Joint State Commission Regions and Autonomous Provinces for the coordination on the general functioning of the national control system of the European Territorial Cooperation Target Programmes, which will have to validate the appointment of the First Level Controller.

Applicants may participate in this Notice by submitting, subject to exclusion from the selection:

In case of individual applications Professional (Individual Controller):

  1. APPLICATION OF PARTICIPATION Individual controller, prepared according to the scheme referred to inAnnex B-1 of this Notice duly compiled and signed;
  2. CURRICULUM VITA, dated, signed on each page, subscribed and accompanied by a special declaration with the authorization to process data pursuant to Legislative Decree no. 101 of 10 August 2018 and of the EU Regulation 2016/679, in which the titles and all the references necessary for the evaluation must be indicated;
  3. ECONOMY OFFER, prepared according to the scheme referred to inAnnex C of this Notice duly compiled and signed;
  4. SUSTAINABLE DECLARATION concerning the possession of the requirements of knowledge of the working language of the Programme, drafted according to the scheme referred to inAnnex 4 of the present notice;
  5. SUSTAINABLE DECLARATION OF CERTIFICATION related to the registration of the Register of Accountants and Accounting Experts or the Register of Legal Auditors, prepared according to the scheme referred to in theAnnex 5 of the present notice;
  6. SUSTAINABLE DECLARATION on the requirements of the controller to which the audit activities referred to in Article 23 of Reg. (EU) 1299/2013 and Article 125 of Reg. (EU) 1303/2013 are entrusted, drafted according to the scheme referred to in theAnnex 7 of the present notice, duly compiled and signed;
  7. AUTHORIZATION TO THE TREATMENT OF PERSONAL DATA written according to the scheme referred to inAnnex 9 of the present notice, duly compiled and signed.
  8. Copy of a DOCUMENTATION OF RECOGNITION valid, dated and signed.

In case of application by Company of Revision:

  1. APPLICATION OF PARTICIPATION Revision Company, drafted according to the scheme referred to inAnnex B-2 of this Notice duly compiled and signed by the Data Controller/Director/Legal Representative of the Company;
  2. CURRICULUM of the Company, undersigned by the Owner/Administrator/Legal Representative of the Company, in which the main experiences of the Company relating to the subject of the Notice and all the useful elements to the evaluation must be indicated;
  3. CURRICULUM VITAE of the Controller that will carry out the activity on behalf of the Company, dated, signed on each page, undersigned and accompanied by a special declaration with the authorization to the processing of data pursuant to lgs. 10 August 2018, n. 101 and of the Regulation EU 2016/679, in which the titles and all the references necessary for the evaluation will be indicated;
  4. ECONOMY OFFER, prepared according to the scheme referred to inAnnex C of this Notice, duly compiled and signed by the Data Controller/Director/Legal Representative of the Company;
  5. SUSTAINABLE DECLARATION OF CERTIFICATION related to the Register of Legal Auditors, prepared according to the scheme referred to inAnnex 6 of the present notice, duly compiled and signed by the Data Controller/Director/Legal Representative of the Company;
  6. SUSTAINABLE DECLARATION on the requirements of the controller to which the audit activities referred to in Article 23 of Reg. (EU) 1299/2013 and Article 125 of Reg. (EU) 1303/2013 are entrusted, drafted according to the scheme referred to in theAnnex 8 of the present notice, duly compiled and signed by the Data Controller/Director/Legal Representative of the Company;
  7. AUTHORIZATION TO THE TREATMENT OF PERSONAL DATA written according to the scheme referred to inAnnex 10 of the present notice, duly compiled and signed by the Data Controller/Director/Legal Representative of the Company;
  8. Copy of a DOCUMENTATION OF RECOGNITION in progress of validity, date and undersigned of the Data Controller/Director/Legal Representative of the Company.

It is also possible to attach any certifications attesting to the knowledge of the Language of the Programme (English Language).

Application and attachments will have to within the perennial period of 20/12/2024 hours 13:00 and must be sent EXCLUSIVE BY JEP (Certified Electronic Power) at the address dhitech@registerpec.it, indicating the following object: “Application for the award of 1 professional assignment for FLC Project Cod. IPA-ADRION00107 "ARCA" – CODE Contract N-24-04”.

Dhitech Scarl reserves the right to carry out appropriate checks on the veracity of the substitution statements contained in the application for participation in the procedure and in the curriculum. If the above checks show that the content of the declarations is not true, the registrant shall decline from the benefits possibly resulting from the measure issued on the basis of the non-truth statement, subject to the provisions of Article 76 of the DPR 445/00.

This Notice shall not be binding on the Dhitech Scarl, which may, in its sole discretion, not assign the contract relating to the Notice in question.
