Notice for the establishment of an SHORT LIST of Economic Operators to which DHITECH supports the services provided under the Seal of Excellence (SoE) Project "Ap-EDIH"

The DHITECH Foundation – HIGH-TECH Technology District notes the opening of terms for the application for the establishment of a SHORT LIST of Economic Operators to entrust DHITECH support assignments for the provision of services provided within the framework of Project Seal of Excellence (SoE) "Apulian European Digital Innovation Hub – Ap-EDIH" (Decree of Concession prot. 0050589 of 04/11/2024), facilitated within the within of the PNRR – Mission 4 – Component 2 – Investment 2.3, funded by the European Union – Next Generation EU, pursuant to and for the effects of article 2, paragraph 5, of the Decree 10 March 2023 of MIMIT as amended by Decree 31 May 2024 of MIMIT – CUP B97H22005.

Objectives of the SoE Project Ap-EDIH

The Ap-EDIH Project aims to support companies operating in sectors with a high impact on competitiveness, recovery and resilience of the territory, such as: Manufacture, Agribusiness, Energy/Climate/ Intelligent mobility, Health, Blue Economy and Smart City. Ap-EDIH focuses on vertical value chains such as textiles, furniture, precision agriculture, packaging and food industry, construction, waste treatment, automotive, industrial automation, aerospace, biomedical devices, customized medicine, healthcare, and horizontal value chains such as: digital infrastructure for logistics and urban mobility, digital services for citizens, digital services for weather forecasts and biodiversity.

Ap-EDIH offers its customers the following personalised services on the real needs of companies:

  • Assessment of Technology Maturity
  • Test Before Invest in Innovative Technologies of Artificial Intelligence and Cyber Security
  • Training on Artificial Intelligence and Cyber Security
  • Access to finance
  • Consulting on technological innovation of process and product, networking and awareness.

 Requirements to apply for Short List of Economic Operators

  • Experience and/or expertise of the Candidate Economic Operator on the issues related to services provided by SoE Ap-EDIH;
  • Absence of conflicts of interest Legal Representative of the Candidate Economic Operator and compliance with the principles of the PNRR, to be attested through declaration (Annex 9a) Legal Representative of the Candidate Economic Operator;
  • Absence of conflicts of interest Effective Owner of the Candidate Economic Operator (if different from the Legal Representative), to be certified by declaration (Annex 9b) Effective Owner of the Candidate Economic Operator.

For the purposes of evaluating potential conflicts of interest, the names of persons involved in the application evaluation process are communicated:

  • Prof. Giuseppe Gigli (President and Legal Representative of DHITECH);
  • Dr. Tiziana Valerio (General Manager of DHITECH);
  • Ing. Nicola Sicilia (Dependent of DHITECH);
  • Dr. Luciano Antonio Schina (Dependent of DHITECH).

All these requirements must be possessed at the date of submission of the application for inclusion in the Short List and must remain for the registration time in the Elenco. Any loss of one or more requirements precludes assignment of assignments or determines revocation of assignments already assigned.

How to apply

You can apply for the short list by sending an email to the address info@dhitech.it, reporting in the object the wording: "Candidate Short List Economic Operators SoE Ap-EDIH" and attaching:

  • the Application for registration (Annex A), properly completed, dated and signed (with holograph or certified digital signature);
  • Annex 09a properly compiled, dated and signed (with holograph or certified digital signature);
  • Annex 09b properly compiled, dated and signed (with holograph or certified digital signature);
  • (in case of Enterprise) Annex 10a properly completed, dated and signed (with holograph or certified digital signature);
  • (in case of Public Body) Annex 10b properly compiled, dated and signed (with holograph or certified digital signature);
  • the Profile of the Economic Operator, accompanied by all the information useful for the evaluation of experience/competence.

All personal data submitted by the candidates will be processed, pursuant to the Regulation (EU) 2016/679, for the purposes of managing the procedure and any procedures for relying on the assignment (to this end you will see theAnnex B).

Training of the list and validity of the Short List

The Elenco training does not place any selective procedure in place, nor does it provide any merit ranking, even with reference to the order of submission of applications, nor is it provided for allocation of scores or other classifications of merit, but it constitutes the identification, following procedure inspired by principles of transparency, of qualified Economic Operators to whom they can entrust consultancy assignments.

The short list is entered on a statement of availability submitted by the Economic Operators, and has the sole purpose of indicating the availability of the latter to the recruitment of a possible assignment, not implying any obligation on the part of DHITECH to confer assignments.

The short list is allowed without time limits, so once the list is established, the update will be made periodically.

The Short List will remain open until the completion of the service provided by the SoE Ap-EDIH project.

How to rely on assignments to Economic Operators enrolled in Short List

The choice of the Economic Operator, identified among those listed in the list, will be operated, in the order of the following criteria:

  1. Specialization/competence per theme declared in the profiles of Economic Operators;
  2. Consequentiality and/or complementarity with other tasks;
  3. Rotation principle between the Economic Operators registered in the list.

DHITECH reserves the right to carry out appropriate checks on the veracity of the substitution statements and the content of the profile of the Economic Operator. If the above checks show that the content of the declarations is not true, the registrant shall decline from the benefits possibly resulting from the measure issued on the basis of the non-truth statement, subject to the provisions of Article 76 of the DPR 445/00.

This Notice shall not be binding on the DHITECH which may, in its sole discretion, award any contract relating to the Notice in question.
